Jane Walter, Booz Allen Hamilton
President
Ms. Walter, a Senior Associate at Booz Allen Hamilton, leads the Business & Financial Analysis Team located in Lexington Park, MD, providing cost efficiency, business improvement and financial management solutions for the Naval Air Systems Command and the Naval Air Warfare Center Aircraft Division, both located at Patuxent River, MD. Ms. Walter leads a multi-talented team of consultants in a variety of tasking delivering products such as cost efficiency studies, organizational functional assessments, and program planning and scheduling tools. Ms. Walter is the Program Manager for several of Booz Allen's Blanket Purchase Agreements with NAVAIR for professional services support for Corporate Operations, the Business and Financial Management Community, and the Business Development Office.
Ms. Walter received her B.A. degree in Spanish from Marymount College, Tarrytown, NY, and her M.A. degree in American Government from Georgetown University, Washington, DC. Ms. Walter is certified by the Department of Defense as a Business Process Reengineering Practitioner, and has trained as a Six Sigma Greenbelt. Ms. Walter has worked with the Department of the Navy at both the Naval Air Systems Command and the Naval Sea Systems Command for over twenty years.
Ms. Walter is active in the local business community as Executive Vice President of the Patuxent Partnership, a consortium of industry, academia and government in Southern Maryland . As a founding member of the local chapter of Women in Defense, Ms. Walter is on the Board of Directors of the Chesapeake Bay WID chapter, and she is has served for the past two years as Vice President of the national organization of Women in Defense. |

Susan Warshaw Ebner, Buchanan Ingersoll
Vice President
Susan Warshaw Ebner is Special Counsel for Buchanan Ingersoll. A member of the Firm's Government Contracts Practice Group, Susan represents clients on matters involving federal government contracting, subcontracting and teaming agreements, technology solutions and services, intellectual property rights, standards of conduct and revolving door issues, audits, investigations, and dispute resolution. |

Margaret A. DiVirgilio, Concurrent Technologies Corp.
Treasurer
Margaret A. DiVirgilio is the General Manager & Treasurer for Concurrent Technologies Corporation. Her current responsibilities include corporate wide policy development and overall implementation for Administration functions including such areas as Finance, Accounting, Human Resources, Financial Systems, and Contracts & Procurement. Her specific focus areas relate to assessing and maintaining adequate capital, ensuring financial performance, oversight of financial Statement Audit and required government filings, design of Company's compensation and Benefits Program and Compliance with Federal Contract regulations. Margaret is a member of an 11 person Executive Management Team. In addition to industry experience, Margaret brings experience from her tenure with the Defense Contract Audit Agency.
Margaret received her B.A. degree in Business Administration from Seton Hill University and received her CPA Certification from the Commonwealth of Virginia . She currently serves on the NDIA Contract & Finance Committee. |

Kelli Short-Tomasulo, The PMA Group
Secretary
Kelli Short-Tomasulo is an Associate at The PMA Group and has provided client services there for seven years. Ms. Tomasulo has extensive government, policy, industry, and political experience. Specifically, her work has focused on the areas of defense intelligence, weapons of mass destruction (WMD), homeland security, and illicit drug interdiction.
Kelli works extensively with members of Congress and their staff, particularly those who serve on authorization and appropriations committees responsible for program funding and policy development in her areas of expertise. Kelli continues to develop an extensive network of contacts with the Legislative and Executive Branches, and among industry representatives and trade associations. She provides the full scope of client services, including definition of legislative and federal agency objectives, as well as the establishment and execution of client action plans.
Kelli's contributions to the national security community is further demonstrated through her leadership on the Capital Chapter board of Women in Defense (WID).
Kelli earned a B.S. in Governmental Administration from Christopher Newport University , Virginia, and studied politics at Radford University , Virginia . She is active in several Washington, D.C. clubs and charities, including the Capital Chapter for Women in Defense, National Defense Industrial Association, and the Junior League of Washington . Ms. Tomasulo is also a member of the Army Navy Country Club located in Arlington and Fairfax, Virginia, as well as the Army Navy Club in Washington, DC . |

Carole Sue Coupland, Coupland Consulting Services
Historian
Carole Sue Coupland, a strong proponent of and active WID member since October 1983, has served on numerous WID committees as well as president of WID and the former Capital Chapter. Carole Sue's dedication toward membership growth and support to WID was rewarded when WID colleagues voted her the 1992 Distinguished Member of the Year. She retired from full-time employment with the Raytheon Company - it's legacy company, E-Systems - on 1 August 1998. Prior E-Systems, Carole Sue was with Rockwell International for 16 years. Affiliation with FD Logistics kept her "in touch" with the export/import compliance and control business, and as well, she has her own Coupland Consulting Services and lots of continued effort on WID activities to keep her busy.

Hon. Carolyn Becraft, Becraft Associates
Past President
Carolyn Becraft has over 25 years of experience in defense issues. She is currently President of Becraft Associates specializing in strategic planning, leadership development, and executive coaching. For seven years, Carolyn served in the Department of Defense as the Assistant Secretary of the Navy for Manpower & Reserve Affairs (1998-2001)) and as Deputy Assistant Secretary of Defense for Military and Community Support (1993-1998). Among her accomplishments during her tenure, she revitalized Navy recruiting; initiated workforce planning for Department of Navy military, civilian, and reserve components; developed executive training curricula for SES members; expanded continuing learning opportunities for military personnel and Department of Navy civilians; and collaborated with Departments of Veterans Affairs and Labor to address sensitive issues for military veterans.
Carolyn is the recipient of the Department of Defense Medal for Distinguished Public Service, the Department of Navy Medal for Distinguished Public Service, the American Logistics Association's Distinguished Service Award, the National Military Family Association's Quality of Life Award, and the White House Office of Women's Initiatives' Sojourner Truth Award.
A member of WID for over 20 years, Carolyn has also served as Treasurer of the National WID Board. She has served as Program Chair and President of the Capital Chapter. She chaired the 2003 WID Conference on Workforce Development and is currently an exofficio member of the HORIZON's Advisory Committee. "My goals for this term are to solidify the procedures for the national WID board and to grow chapters," said Carolyn. |
